I have started some new characters in River's Rest and noticed that sometimes the Guild likes to assign somewhat impractical foraging tasks to low level characters. It isn't a case of foraging difficulties, but where the things are located. For example, I have a 6th level ranger having to go after moss located in the Hidden Vale. The critters are 17+, so 11 over my character.
To get around this, I have another character do the task, but it feels sort of "wrong".
By the way, this is the source of random herbs and stuff in the crate. Feel free to claim them.

I reckon foraging looks for a critter that is in the right level range, then looks for a herb that grows in the same Location as the critter. It only checks at the LOCATION level not the room level.
This cuts both ways. You get foraging tasks in totally safe rooms (like Citadel hunters get most of their foraging in the garden) as well as horribly unsafe ones in consequence.

Not sure about that point about requiring to go the the Hidden Vale at level 6 (something is wrong with that), but that one room on the north outside the Ruined Tower is like 50% of all assignments for foraging in that area. And naturally it can only have 5 items. This annoys me to no end, but it's not really unique to RR.
Also don't ever mention the garden again...
