Weren't there plans for multi-herb tinctures at some point? I'd pay a decent bit to get ambro-cact or basal-talneo combo potions. Sounds like a good thing for alchemy.

I'd say make all the minor potions available to all, make major ones (ephlox-calamia, etc) empath only.
