Pretty much no one. I've had Voln armor since it came out and I don't think I've ever seen unlocking, just raffles to get higher tiers and I haven't even seen that in over a year. It's been complained about frequently. Sometimes I wonder why stuff like this is even made when trying to upgrade it is like pulling teeth.
