I recently revived my rogue archer and am in need of 4x arrows. I am down to only 4. I am working on my fletching as we speak but am only at rank 25.

Buy some normal (0x) arrows off the shelf and ask a local wizard to eblade them for you. This will make them 4x and add an elemental flare as well.
