A bard sings to gems to define it's purity. You could replace a lower spell with it and develop it into an unreleased one, potentially.

neat
it would be cool if rangers could learn to make those hilt/haft/shaft wrapping items with a guild skill as well (kind of like how warriors make sheaths and rogues can add clasps).

So, there is a way for rangers to increase the value of what they skin. It is probably done this way, because you can almost guarantee a skin from every creature you kill if skinning it will yield one. There is also the fact that a ranger with decent training often skins top quality already, while a lot of gems are found in the mid ranges.
