I'd crowd source a complete code overhaul as it seems lots of issues are tied to the outdated spaghetti stringed original code.

I think you both severely underestimate how many man-hours each of these projects would take (and consequently how much they would cost).

I actually figured the OP was an April Fool's joke, but maybe that's just my bias since I sure wouldn't fund savants. There are an absolutely gigantic number of things I would fund, though! And PFLATS is probably right that anything like this would need to start with smaller projects.
