good to see this, but I feel like decupling might be more reasonable.
I haven't found a single one on a greater water elemental in Nelemar. Are you sure they are set to drop them?
I found exactly 2 greater earth essences after killing literally thousands on krags and bowel elementals (i think enough from 65-72 and 85-95 or something). Doubling the rate means absolutely nothing at that rarity.
But the entire flaring tempering potion thing is a complete bust. The insane lore requirement, insane alchemy requirement, and insane gen rate, for what is essentially a useless benefit (who really really at cap cares about a simple fire flaring item?) - it really needs to be rethought.
Plain and simple, change these elemental essence potions to ADD elemental flares and let simple flares just be +100/200 difficulty on enchanting requirements.
I have done absolutely zero flaring enchants and I have had zero inquiries about doing so either.

I found one in the Illoke Stronghold within a couple of days of the announcement, and have since found two more in Wehntoph/krag yeti & dwellers. I am by no means someone who is powering their way through: I'm more of the "logon three times a day to maximize off-line absorption."
(Honestly, what concerns me most is that you made thirty levels from 65 to 95 since that release announcement. Holy smokes!)
