I've posted in the towns folder to no response, and I don't think it's a ridiculous question.

Does gambling on Mist Harbor give points toward citizenship? There's not much to do up there besides buy a whole lot of stuff over time. There are no errands to run or bounties to get, so we seem to have only one course of action to achieve citizenship, unless gambling adds to the cause.
