I won this at a GC raffle one day and am getting confusing and conflicting info on it from bards (bard song changes how many uses every time it is sung). It seems to do a Piercing Gaze at a locked item when waved.

The merchant didn't say much at the time and the FWI festival recharging merchant indicated there were no charges to refill, so I think the script clones the spell? Can it run out if there are no charges?

So it doesn't use charges like normal magic items that do the actual spell but the script mimics it and will eventually stop working? Can it be recharged after 100 uses somehow?
