Does "another runestaff" qualify as "a magic item"?

(i.e. With a runestaff in the right hand, to take advantage of the high Enchant and juicy flares and whatnot, do you lose DS for having another runestaff in the left hand? (Maybe taking advantage of the juicy Enhancives and whatnot.])
