When did purify air become non-refreshable?

Hmm, clearly I have the wrong idea about refreshing the spell. I had assumed that refreshing it reset the timer on spell duration back to maximum, even if I did so one minute after the initial spell cast. Apparently this is not the case?

That is the case. Either you dropped MjS ranks since the last time you cast the spell, or someone else cast it on you who has a longer duration with their version.

No, he's saying you have like 120 minutes of purify air and your cast only lasts 90 minutes. You can't refresh in that case (this happens a lot when empaths and clerics cast 103 on me).

Oh, I know 103 works that way, didn't know 207 did. And I can't imagine who could have cast 207 on me with a longer duration; mine is always self cast. How odd.
