just a quick idea

spells like frenzy, fire spirit, dispel, bind, and web, could be temporarily infused into weapons or runestaves by a cleric using the symbol of proselyte spell

depending on influence/wisdom and lores, the cleric could give the weapon between 20-60 charges of the special ability. when the weapon/runestaff is used, the weapon can flare with these various effects. perhaps wizards and sorcerers could be granted the ability in their circles.

please allow 111 and 118 to be temporarily infused into runestaves!
