Is the Combat Maneuver bonus for training in CMAN Cunning Defense (cdefense) applied before or after the bonus from 1611 is calculated?

The CML bonus from 1611 cannot surpass what the Paladin would receive were he fully trained in Combat Maneuvers. I'm assuming this is a straight up compare against current training for the paladin but would like to confirm.

As a secondary question, would wearing CMAN enhancives also potentially reduce the CML bonus from this spell?
