Awhile back I had transferred a shop to another character. Tonight that character went to buy a shop manifest from the permit authority and it acted like they didn't own a shop.

>ask authority about manifest
The authority says, "Only current shop owners can purchase manifests. If you have a partnership in a shop and would like a way to check on your inventory, you should ask me about getting a register."

The shop rooms clearly show the new shop owner's name.

Now I checked my lockers and wearable containers on me to see if I had the manifest on me for the shop I transferred and couldn't find any. Same with the character it was transferred to.

Any help to get this other character a shop manifest would be grateful.
