I used to have a skull grafted vultite lance, and I swear it was magic metal blessable. I no longer have it, so could someone with one tell me if they are or not?

Short long answer...Some are, some aren't...I believe Khal sold em off the shelf as 4x blessable. However, almost as many have been modified as have remained the same. Mine for instance, is 5x lightining flares.
