Are 5x or 6x projects considered major projects? Either way, what is the cost to take something from 4x-5x and 4x-6x nowadays? Thanks.

Prices and terms will vary but as a general rule of thumb for standard enchanting projects (not fusion or enhancive):
4x-5x 2 million (about 30 days)
5x-6x 4 million (about 2 months)
6x-7x 6 million (about 3 months)
Expect to pay at least half up front.
