A sancted runestaff can have guiding light flares for fun and amusement.
I believe Clerics can get double flares, but the lore bonuses is treated out of circle. A casting paladin (which I've never seen, but could be out there) would also get the flares, and natively.
As the swing count is far less than that of a cleric's bless, it's not really practical to keep the flares up, although a scroll could help with that.
Plasma flares are fun!
