Would it be possible to have removal of an onyx scarab victim's limbs not lead to a murder charge if the person dies?

The victim can dismiss the charges via the ACCUSE verb.

That requires the victim know that. When the law arrests you immediately, you have no chance to communicate that to the victim.

We get a rather bold "DISMISS" accusation option. It's hard to miss.
