I know many polearms have been made in the last few years and I have by no means been at all the merchant events where flares have been added. With those caveats, I have only ever seen one lance that nearly fits your search. It was that black coraesine lance that last I saw had some awful long alter turning it into a warlance or something. It was +38 with acid flares.

You may very well find someone's flare added lance out there and I hope that you do. But if you are quite determined and one is not forthcoming, you may want to consider having one made. 7x lances are quite common and fire flares can be added via premium points.
