I don't remember which thread this was in, but I've gone through all the posts and didn't see this answered. So... the answer is, no. Voln armor (or any script) carries surcharges based on the benefits of the script. If the benefit would incur their own surcharge, you get charged for that benefit accordingly.

Here's an example:

A set of Voln armor which gives +10 Resistance to Shear Fear, and allows automatic symbol of need - The surcharge for this armor would be 500 points for the resistance + 600 points for the non-fluff script (symbol of need aspect) = 1100.

If this armor's script also added flares of some kind, it would have an additional 600 point surcharge for the flares = 1700.

So as Wyrom mentioned, the surcharges for Voln armor can add up!
