I have been trying to find out where to do this as well. The wiki talks about the upgrades having been announced in 2020, but does not mention where to go to get them. I don't think they're in Quit Stallin' on the festival grounds (at least I was not able to find them there), where you can get the furnishings for your stall.

Just to circle back from the discord conversation - Yep I was able to find the room (my tired old eyes didn't see the door) and picked up the blueprint and certs/lables/slips I wanted. :)
