I stumbled on this message while hunting in the Citadel. I had being casting spells pretty freely, including implosion but my character was also running 716 and has a flaring runestaff. What is the source of this message? It seems to have appeared right after my implosion, but I've never seen that before. There were heralds, guards and swordsmen around.
