I have a front-worn baldric that currently holds 35lbs (bard-verified). According to my note, I can increase the capacity of a front-worn by 25lbs up to 60lbs, but when I try to use the note, it warns me that it will only increase it by 15lbs due to the item. I'm confused. Why will it not increase it by 25lbs? Please see below:

In the Common language, it reads:
This note can be REDEEMed to increase an appropriate item's capacity by 25 pounds up to a maximum of:

Back and shoulder containers: 180 pounds
Slung on shoulder containers: 80 pounds
Torso, attached to belt, and front containers: 60 pounds

NOTE: If your item's capacity limit is lower than the service amount, the item is ineligible.

Tiny and extremely tiny containers are also ineligible for use with this note.

If you redeem a bright blue note for an oft-mended leather baldric lined with straps and pouches, it will only deepen this item by 15 pounds given the note's limits and the current capacity of your baldric. If you are sure you would still like to do this, REDEEM your note once more to deepen your baldric by 15 pounds.

I had the same problem with a 34 pound front worn container and a 30 pound capacity adding cert. Did a bugitem on it.
