Usually with merchant shops it depends on the GM if they want to open their wares to being stealable or not. And about 95% of the time it doesn't happen because of all the abuses from it in the past. This would hold especially true now that the pawnshop will buy practically anything for 35k a piece; easily abused. I don't see them being opened to allow for stealing myself.

Now, as far as the room/s being sancted to prevent stealing altogether, that is also probably up to the GM that designed the specific room/s on whether to allow it or not.

Festival shops are set up in a very specific way, and the default is pretty much a blank default -- no discounts, no trading skill, no biases, and no stealing. Each individual GM decides what they want to have set up in their shop, and while we can certainly ask them to allow stealing (and encourage it at certain events -- which we do depending on the type of event, since there are places where you should be able to use your hard-earned skill), it isn't always appropriate for each event.

That being said, if you want an RP reason here as to why it wasn't stipulated for this event, I think it might be fair to say that with such small shops as are set up for Highman Games, and given that this is the only time of year that they see any real traffic, the shopkeepers are probably keeping a very close eye on their wares. It's always possible some of the GMs may add stealing in during this event, but that will be up to them.

I know my own shops were meant to be set up via the menu system since they're the perma-"town" shops, but I sorta broke it (really), and so they're set up the other way right now -- those particular items were never meant to be available for stealing.

Thanks for the post Kaikala,

I've never heard of a GM event encouraging pickpocketing, but i haven't been to every event.

As to the second paragraph, I actually waited until there were 9-10 people in the room before i tried to steal anything because i wanted to better my chances. If the RP reason for no stealing is that the traffic is low and the shop keepers are able to keep a good eye on things, then when the traffic is high, it would be reasonable to think that they cannot keep a good eye on things. I'd like to encourage the GMs in charge of the shops to permit stealing items. Even a really tight success rate, like 7% with increases for more people, would be fine.

There's a great deal of difference between abuse and mechanics abuse. Even 7% which seems low, is very high if you take into account how short the duration is between tries and how many people would rush there to try.
