We had a thread on this recently, somewhere, but I think it was a different critter and the culprit was special attack mechanics. I'd bug it in-game if you haven't already (while standing in the dragon priest area) for future generations to look into and fix.

It probably doesn't, and burning naphtha probably has more in common with critter special attacks than anything in core combat which probably goes a ways to explain why GF can't extinguish burning naphtha. It's ostensibly supposed to require fire damage to ignite, which GF should prevent, but doesn't in all cases.
