I've just rolled out some updates to the logic on Dispel and Rend for how they award EXP. To be frank, the old model was bahroken.
For Dispel you will now only learn if it actually dispels something. Previously it would award utility when self cast (This required a spell to be on you, though it didn't need to be a valid target for dispel) or debilitation when cast on a creature (This required a spell to be on it before and AFTER the cast, meaning no exp if your dispel took the last spell off it, and again - the spell need not be a valid target).
Likewise, Rend will only teach if it actually dispels something and will properly teach debilitation - or - utility depending on how it's being used. Previously it attempted to teach utility and debilitation on all casts.
