Despite rumor to the contrary, the Faster Targeting feat was working at the Magic Core level, but the effect was getting consumed due to a lack of consistent timing in DR's engine.

Instead of leaving it there, I decided to increase the effect of the Faster Targeting feat from -1 second to -2 seconds, which should be enough to be visible.
