Depends on which skill you wish to teach. Saddle and lead I think are some of the easier classes...not sure on exact circle needed for them. I think anywhere from 20-40 (sorry for not having any better numbers). War, Animal, and Magic you need to be 50th, and each of the classes i believe also have an AL req to learn.

Talk to one of the stable masters who teach it. If you're in the crossings area, there's one at the royal mews. You would "ask (stablemasters name that I forget) about <class>". Class being one of the instructions:

You currently know how to instruct a horse using the following keywords: COMBAT, JOUST, WAR, MAGIC, ANIMAL, KNEEL, BEG, JUMP, LEADROPE, SADDLE, SPIN, PRANCE.
You currently know how to instruct people using the following keywords: BAREBACK.

Jalika

You hear a female voice whisper, "Easily used when offered, probably is like other men. Always speaking with their muscles, and not the one that rests between their ears."

I believe this was the order of horse instruction if I recall correctly:
20-Leadrope
25-Saddle
30-Kneel
35-? (will find out next circle)
We'll need input from higher circle rangers for the rest.
