Skraal- good spell, but I have concerns about the 6 mana minimum for the first availible clerical TM spell- for young clerics 6 mana minimum is fairly steep- if a young cleric chose this as their first spell, this would be a steep charge. I believe that the minimum mana for FS is 1, don't know about others.

Six mana isn't all that harsh. TkT and Frost Scythe are each 5. Lower level players will need to wait longer to regain harness if they choose this spell first, but then they also have the option of going for Divine Radiance by second or third circle and using that on Undead to learn their first ranks of TM.
Given the utility function of the spell, my concern is that this may even be too low. I have major concerns about keeping the 'leeching' feature balanced, yet still effective. It is going to come with a cost, though, and mana is one way to place a limitation on something that can be so potentially powerful.

Why not have the player be required to prep higher to activate the leeching aspect of the spell. I think they have something like this for RoSpears right now.

Originally this is how I coded it - only the minimum was still six , and you needed at least twelve to leech anything at all. I changed it to work on a sliding scale, effective from the bottom.
I feel that 6 mana is a bargain for what the spell does.

<<Just out of curiosity is it intentional that when you cast it on someone and if they hide it pulls them out the few seconds later when it hits?>>
Yep. At that point the target is already under the effects of the spell, with the fog surrounding them, thus hiding would not allow them to escape its effects.

Frost scythe is actually three. Gar Zeng is four and first tier.
Of course, since ChS is so different from every other TM spell, it's silly to argue that it should have to fall within the exact same parameters as other TM spell.
