Notice that prepping HOL didn't give me the Disrupt most of your current attunement message at 30... but right afterwards Sott did give me that message. Same Prep too. This a bug? Messaging based upon skill level? or do different spells take mana at different rates?

That does seem odd, but there is a skill check (PP skill I believe) involved. You could be having a very odd strain of bad luck I guess. You should try to rapidly prep and release HOL many many times in a row to see if you ever get the messaging or not...
However, at first glance it does look like a bug to me.

Correct. Specifically which skills, I won't claim to know for certain, but logic would lead one to believe PM, Harness, and PP would factor in some way.
And, yes, I have seen increased frequency in messaging as I've gained skill in magics.
