Not necessarily knowing how complex/robust the research system is, but since high sorcery research is now a [very cool] thing...
What's the possibility for being able to perform a form of research that results in making a scroll? The difficulty of the scroll could depend on the spell's tier/difficulty, and that difficulty could be offset by scholarship and/or arcana.
I kinda like the idea of a warrior mage being able to take a few days to create a fire shard scroll, or a Bard taking a month or so to write Whispers of the Muse, and so on.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.

That's why I was hoping a buffer of a few days/weeks/(month or so?) to make a scroll would help sell the idea. Definitely agree that it's not something anyone should really be able to mass produce, even for lower level scrolls.

I'm hoping that 'metaspells' for High Sorcery come in the form of research theorems that won't have to take up a spell slot. This is such a great way to deliver some awesome lore pieces, too.
