I get 3 seconds on my necro, 2 on magic primes, and 1 with POM up on my Cleric. Will this ever change? Is it a function of skillset placement? Can anyone other than clerics achieve 1 sec RT harness?

Skillset placement, and POM perk. It doesn't change.
