I find I am unable to buy a horse for my own use via the brokerage, because I am a trader of less than 25 circles.
Is this a bug that can be "assisted" away or can someone tell me how to buy the horse I saw and wanted?

It's been the case since the brokerage offices opened that traders under 25th can't use them - not as a buyer, seller, or broker. I don't think it is a 'bug'. The problem seems to be that the brokerage office recognizes you are a trader of insufficient rank to be a broker, and therefore prohibits you from any trading in the office.
The only way a trader under 25th can obtain a horse is by buying it from the corral.

With 100% respect for you as a trader Brynnhilde, That is an unfare situation and can surely be classed as a "bug" or a deliberate infraction of my Elanthian and trader rights to purchase an item that a novice of any other guild is able to do. Because one is a trader, that does not seem right to enforce a no trader of less than 25 circles ban on purchasing an item via a broker.
Perhaps, as this is the Horse Bug folder, a GM could proffer a decision as to whether this is a bug or whether this message should be moved to another folder, a sugestion of which, and reason why, would be nice to hear what a GM has to say.

I think it is clear that traders under 25 circles not being able to buy a horse except from a stable is clearly a bug. It is a bug that has been known about for a while and I am sure the GMs would love to fix it, but it must be low on the priority level. I think Jeramael is the one who worked on the horse system, but I believe he has other responsiblities now. That could be why it hasn't been fixed yet. That said, I bet it will be a long time before it is fixed. Just too many things to work on. I don't think there is any scandal to keep young traders from buying horses.
