Is it intentional that we cannot lead horses/ponies onto player owned ships?

I mention this not because I'm too cheap to moongate the horse to another stable, but because I want to have my trader ride his horse to Leth and back using his ship.

He can lead a caravan on it, but he can't lead his horse onto the ship.

So is this intentional (to avoid having two of the buggiest systems in the game break DR) or a bug?
