Okay i know this is silly to ask but um what's the cheapest price for an 18 hand high horse?. And who to buy it from?

You could buy an 18 hand horse from another adventurer who wants to sell his or hers, at whatever price that person asks.
Or you can buy an 18 hand horse from a corral (retail stable). The price on those varies depending on currency, but is about the same in actual value (after exchange rates). It's presently 38.25 platinum kronars at Crossing Mews.

i don't think rangers can catch ponies in the wild, only horses.
and the ponies in the corrals <sold by the NPC> are the same price as the horses.
