I've got a barb with much higher mech than scholarship. Mech is around 135 but scholarship is only around 15. Agility is 30. Are there any instructions I can use to train mech with such low scholarship?

It's not likely, unless your intelligence is at least 25 or 30 (and to learn ideally you'd need at least 35 or more). Your best two options are probably to either start trainig scholarship like crazy, or find someone to do all the first folds for you and let you do the rest. There are other ways to get around low scholarship, like predictions from Moonmages, faenella's grace from Bards, or divine guidance from Paladins, but I don't think even all three combined could overcome such a large gap.

Would probably be really easy to learn enough scholarship. While I don't know how little scholarship you need to start folding, I'm sure you could gain enough in a few day's to be able to fold for yourself.

Any other suggestions for training mech at around 135? I know of carving bows and combining gweth stones, but they don't seem to teach very well for me. Scraping pelts trains okay, but I'm not currently hunting anything that gives up a scrapeable pelt/hide. Thanks for any suggestions.

If bow carving doesn't work well for you at that many ranks, you're using the wrong wood.
At 135 you should be doing ebony or yew and you should lock in 2 bows or less (as a tert).
Otherwise, go to Arthe Dale and get some patterns...you can get it from 15 to 40 in a week or so if you hammer it. (Scholarship that is.)

I'm in the low 100s and what gets mine moving great is braiding vines into lead ropes. There will be a couple stages, and require two vines.. the first vine you braid until it says it needs more material. You won't see much mech increase, but it does teach appraisal as well. Once that second vine is added it starts to really train my mech. Lore tertiary, I can lock in one or two finished lead ropes no problem, and keep it there by braiding once after each pulse, depending.

I know ebony works very well at savant ranks.. I make 4 shortbows and I lock.

Vines crap out real fast around 125-135 range. Your ability to finish them without learning much increases exponentially through those last few ranks, and it takes more and more completed vines to actually learn anything. I just recently bailed out to origami :( being unable to find the more difficult woods to carve myself hehe.
