Does anyone know if the requirements for the criminal title 'Rumor' have changed? On play.net and other DR sites it says:

Rumor
At least 140 ranks in Hiding
At least 140 ranks in Stalking
At least 55 ranks in Escaping
At least 140 ranks in Evasion
At least 140 ranks in Perception
Must have 5 warrants total.

I have met all of these requirements and I am still unable to get the title. Any ideas?
