As far as the quality of picks made by non-thieves, remember that at a certain circle, thieves get given special instruction in how to do it by their guildleader. It's that special instruction that makes the difference, not the class. Without that, a thief isn't much better than anyone else. A non-thief can eventually get enough experience to figure out how to carve a masters pick, but it takes LOTS more experience.

As far as experience goes, one of the main reasons to redo pickmaking was to implement a new way of handing out mech lore experience for a variety of tasks. For pick making, this meant a downtweak in experience, but alchemy stuff is about to take a significant uptweak. That doesn't mean that crushing will be uptweaked (it will be downtweaked), but instead you will be seeing a major chunk of experience given out for successfully completing a potion, the amount depending on the complexity/danger involved in making the potion. The idea is to allow players to get the experience in big chunks, so that you don't have to spend hours crushing etc, while limiting the amount given overall so folks don't just go crazy.
