Yes, that is the biggest change, though there are others, too. Different skins will have different properties. There will be a addition to APPRAISE at some point (perhaps it won't be done before the rest of tanning) which will allow you to appraise a skin and see what sort of properties it has.
For example you might: APPRAISE gargoyle skin You are relatively certain that the gargoyle skin is tough, somewhat rigid, and moderately thick.
That is not an actual message, just an example.
So a garg skin might make a good breastplate, but if you use one to make a leather cloak, the cloak may be protective, but it will probably also be much heavier and much more hindering that a store-bought cloak.
There are only about 20 or so different critter skins usable for making armor, but I have left plenty of room for the addition of others as new critters are introduced. (i.e. Appraise dragon skin. You feel somewhat confident that the dragon skin is indestructible, rather supple, and very thick.)
The other big change was to make some patterns harder than others. A suit of full leathers will be much harder to make than a pair of vambraces. A pocketed cloak, much harder to make than a belt.
Everything else is in the details.

Oh, until that appraise change is made, for the most part what critters have tougher skins makes sense based on the critter.
