So when I use this atlatl and I hit I don't appear to do any damage to the creature.

There is a barbed haralun spear crafted from sun-bleached smokewood deeply lodged in its left arm.
The asaren celpeze is in good shape.

Pretty sure that critters don't get wounded when they are near full vitality (similar to players).
IMO, the bug is probably the damage messaging being too extreme for the level of hit you did.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.

Don't celpeze have some type of resistance(not full but similar to Barb's tenacity) to ranged attacks?

It's also a bit weird that the spear flashed. Isn't that just for cursed/undead mobs?
