That is your entire problem.
Get a chest-only leather item, and some HC gloves or greaves. Nothing more. Do not wear anything more until 100 ranks in both.
You can make zero use of the armor until then, and the hiderance will put you at negative effective evasion. Not to mention the burden.
Armor in DR isn't the same as armor in DnD; you want to stage how much you have until you have the ranks to use it. You could roll a char out of the generator, and use HP and a tower shield, but get much the same (or worse) results up to a hundred or higher ranks than using a leather breastplate and a target shield
For a min/max suggestion, ditch the leather, it's paper. Use LC as your main armor. Forged LC is the same (or better than) forged HC, lighter, and less hindering.
If you insist on keeping leather/hc, at least throw in some cloth and lc. Since cloth is the same group as leather, and lc the same as hc, you won't see any added mixed armor hinderance, but you'll get tdps for it.
