Recently bought one of those axes from the tower where stonebows are sold and its swappable..but it swaps from he to he and the stats dont change..messaging is something like you switch your axe to better use the spiked end or axe end and vice versa..is this just a verb or is it actually spose to change its stats or to a different edge?

I believe if your appraisal isn't high enough (and maybe the weapon skill that relates to the weapon that your appraising as well) you won't get an accurate appraisal and it could end up looking like it's the same (when it's not). Not sure if this is the case here though
