I've been informed by someone familiar with Relayer's work that it's possible to make a half plate that has moderate hindrance. Is anyone out there able to make such a thing? If so, what sort of price would I be looking at?

I know a couple paladins who charge an arm and a leg for mod hinderance half plate because 99% of the people who buy it are WMs, not paladins (who have no need for the reduced hinderance).
With YS and some decent ranks in plate, you can get down to insig with half plate and accessories.

I know a lot of rangers/traders charging arms/legs/first born for leathers.

I don't distiguish guild in my pricing. Either you are a well known jackass IG and I bump the price a few plats, or the norm is I don't care/know who you are and just blurt out my normal price. Of note, the jackass list has 4 names on it, and it's highly unlikely they will ever ask for metal armors.
The armor market seems to be going back up, for a few reasons I won't go into here, and I will price my capped armors according to what the market will bear. I always allow for negotiation, and am usually mildly surprised that noone takes advantage of that aspect of player sales.
Bottom line: You can make blanket statements about WM's getting the fuzzy end of the lollipop, buts its not true for all forgers.

And here I was thinking the fuzzy end means you got extra benefits and it was a good thing.
But Slaris is right. Of the forgers I know, including myself I don't care who you are. The price is the same base price as it has always been.

You feel certain that some half plate appears to impose moderate maneuvering hindrance and offers:

380 is what I make too. The construction is fairly sturdy on it. I sell it for 80 plat-- Trader Ahnoui in Crossing should have a bunch in her inventory to sell.
Like Madigan said, there is a heavier version that is well constructed that most likely will be cheaper but about 100 stones heavier.

There are a lot of different 'capped' armors sold on the tables. Weight of the item doesn't seem to apply to the definition of 'capped'-- just protection. So, as far as the half plate goes, high protection, great absorption is capped and you should see that sold on tables between 380-510 stones.
