so it would be safe to say go ahead and pick up shield use, keep using a ME as primary, but when i use LB or HX use a shield(all three are about the same), and tho you dont get the shield benefit while your aiming if you engage to melee while hiding then fire, your then at melee and open for attack. and can then use the defense of the shield? right? You cant parry with a longbow atleast i dont think so, and i def wouldnt want to risk breaking it. So does that sound on target? And can rangers learn shield use enough to where it has no hinderance just like leather?

Correct. Once you have fired, and come out of hiding, you will be able to shield block until you start aiming again.

You can try parrying with a bow, but it doesn't do a very good job, and is extremely prone to taking damage. So I would use a stance of 100% evasion, and 80% shield in this kind of situation.

Probably not. Depends on the original hindrance of the shield, just for starters. And there will always be some minimal hindrance left, no matter how many ranks you train the skill up to.
My main character is a Warrior Mage, Armor tertiary, 96 ranks of Shield, and he has reduced the hindrance of his arm-worn target shield low enough that it doesn't bump him up a level of hindrance in any of the sets of armor I have had him wear, including a full 5 armor set.

FYI, Shield hinderance is worked off via chest armor ranks, additionally, worn shields don't show thier hinderance while worn, only when on the arm. That said, depending on the shield, the hinderance can be worked down do a pretty low point, not sure if its 'unhindered' except with the smallest of shields, but it gets close.

1) Regarding the chest-worn armor, I have to say I am unsure of that, since I am currently wearing a mixed set of armor, with leather as my chest armor (with only 56 ranks) and I still don't get any change in my overall hindrance when my arm-worn shield is on my arm or in my backpack. YMMV.
2) "Unhindered" is not no hindrance, it is actually a range. Which is why even a single armor-type set, with all pieces appraiseable as offering no hindrance can still leave the overall hindrance at insignificant or higher.

Read the whole post :) Arm worn shields don't show thier hinderance when worn on the arm, so you wouldn't be able to tell. Find two chest pieces of armor with the same hinderance(using forged helps), one that you have enough ranks to have no hinderance(60-80) and another you've a large number of ranks in(250+) and app the armors again holding a tower shield in your left hand and you'll see what I mean about chest armor ranks being the determiner for hinderance.

So the only way to check total hinderance is by removing the arm worn shield and holding it in the hand? Dang.. here I thought I was at insig the whole time, and turns out I am at fairly :grumbles a lot:
