I could be mistaken. Keep in mind that this is a VERY new change. But I am training a number of my chars heavily with shield, and they've not noticed a huge change to what they see in combat, if any at all.

I would suspect that it is one of the steps on the way to the eventual release of dual wield.
And the ability to use shields or weapons in the "wrong" hand but still getthe appropriate defense from them...
