I'm playing around with a short bow in leucros and was just curious, when can I expect to hit them by snap firing to help training go a little faster? Is there some kind of rule about this, like 30 ranks above their min cap or something? I don't know much about bows, honestly.

What weapon are you using, what's your agility, do you try to improve your balance at all. Those are all questions that really need to be answered to provide a definitive answer.
That said, with 28 Agility, my Paladin could start snap firing and hitting more than 50% of the time with 165 ranks of LX.

A laminated oak and horn crossbow with a blued steel cranequin is a light crossbow type weapon.
You are certain that the crossbow is well balanced and is well suited to gaining extra attack power from your strength.
You are certain that the oak and horn crossbow weighs exactly 75 stones.

Pure snapfiring uses 70% of your ranks. So if you use zero aim time you are essentially trying to hit a black leuc with 89 ranks of LX, and your agility doesn't outclass them by a gigantic amount.
Try aiming (even for 3-4 seconds) before firing. Half aim lets you use 100% of your ranks, full aim lets you use 130%.
