If I set up a second account and set it up as plat then I could get a house right away on that account in all three instances?

No, other than getting another 100 premie points per month to spend at the bungalow in any instance you want, all plat benefits have to be accessed in the Plat instance. So...instant house in Plat, and you still gotta wait 3 months in the other instances.
If you were a past premie before but had to downgrade for whatever reason, as long as you already have 6 months or more in past premie time then you can get around the 3-month wait and get your home instantly in Prime/TF like in plat.
