So there are lots of invasions on the mainland for higher level characters but nothing for low level characters. I was thinking that there could be a rat invasion of Crossing and a frog invasion of Riverhaven that for higher level characters is a nuisance but gives low level characters something they could participate in. It wouldn't have to be connecting with any events or other invasions or organizations. Just have it be a rat population explosion and they flood out of the dock (in Crossing) and the swamp in Riverhaven.

If you're talking about the auto-invasions system triggered by the Forrest Wardens, they already start out at the lower end.

Maybe I'm misunderstanding the wording on Elanthipedia (or it needs updating). It says:
These invasions tend to be geared more to mid-level characters.
To me, this means someone who just started a character and joined a guild would die in seconds if they tried to fight anything there.
I'm talking about something for brand new characters that might escalate a little but start at essentially level 0 or 1 creatures.

My response to this is that I don't think spending development time focused on characters whose key trait is essentially they have been out of the CM for less than 24 hours is a good use of resources.

That's written from a player's perspective and, while I tend to agree with them, it's not an explicit rule.
The difficulty of the invasion, from my experiences, relies explicitly on how quickly creatures are being killed. The faster creatures are killed, the higher and higher the difficulty level seems to go. I think that this tends to make the system a bit clunky when it comes to players who are well-equipped at using AoE attacks, since it tends to spike the difficulty beyond even their own capacity. Not sure if the system was tweaked/updated since my experiences with it when it initially came out, though.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.
