Ambush Stun and Clout have undergone some serious changes and could use some testing.
Stun had it's RT reduced when it is successful and now properly uses vs Fortitude. You can also use it with a bladed weapon, though it won't do any damage like it does with a blunt weapon. It'll still stun though.
Clout will now properly mess with critter spellcasting by causing prepped spells to go away, as well as cause any future spells to fail for the duration. For PvP, it will do more up front concentration loss, and then either cause a slight loss, a stall, or a slight gain in concentration regen. It will also cause any prepped spells to be lost when clout hits, and will not be thwarted by armor.

Stuff seems to be working just as your post said.
Cabalists were unable to cast, unfortunately that just seems to make them want to try to cast even more, until their spell is successful.
Not saying anything is wrong with clout, but not sure critter AI is really set up with what to do in that situation.
I'll have to get a warm body into test for some pvp clouting action.
Warb? Sam? You ready to get test clouted a ridiculous number of times?

If you can watch netflix and say out your concentration numbers at the same time, sounds great!
Probably over selling it, just a few minutes with someone, doesn't have to be me or you.
So we can make sure its doing what Ric wants it to be doing, at levels Ric wants it to be doing what Ric wants it to be doing it at.
Preferably without huge amounts of error windows popping up on the Devs' monitors.

I'm getting 1 or 2 seconds for successful ambush stun. I was trying to see how much longer the RT is on failure, but I can't seem to make it fail. If defense is fortitude, what's the attack part based? Even on opponents that I have a hard time hiding and messaging indicates that I'm failing the stealth contest, it succeeds every time. No buffs, average confidence, unfamiliar territory, with 214 stealth and fairly stealth hindered, hiding on an orc scout is difficult yet ambush stun always succeeds.

Wish I had such horrible problems, for me in cabalists or moths the success/fail rate seems about the same as other ambushes.
Stun is your power vs their fortitude, so your strength/stamina vs their strength/stamina
Maybe while being a rank vs rank challenge for you hiding wise they are overclassed on that particular stat vs stat contest?
As far as the being unable to surprise thing, I've been wondering about that myself, should that mean the entire attack fails, or does it just penalize something, I dunno.

After more stuns and using different orcs I was able to get some misses and some not-stuns. I think I was just crushing the stat contest on those previous ones because I found some different orcs that resists my ambush. I also tanked my confidence, but I can still beat up on the onions.

Sounds like surprise/not surprised is just just functioning as a to-hit bonus for surprise and no bonus for not surprising. That's probably the same as it is in prime now, I just never bothered to learn what it actually does before.
Got Sam into test for some clouting action and a with what I think was the best success clout he lost his prep'ed spell and 36% concentration and another 2% per tick for what seemed like a couple minutes taking him total from 100% concentration to 31% before he started to regenerate.
Testing again from 100% concentration and three back to back clouts, all successful, the first hit was again -36% the second was -25% and the the third didn't remove any.
Just some fun numbers since I don't think any staff was currently around in test to watch it.

This is awesome. Thank you. This probably wont make sense to some people but in a game with so many options to build your character, i'm always glad to see another silly restriction removed.
