I'm sure there's probably more than a few things going on behind the curtain and while I normally would hate to try to speak for anyone else; the consensus I'm getting from the few thieves that I do interact with (without me asking for it) is:
They should release this 3.1 thing.

3.0 functions. There might be things you want changed about it, but for all intents and purposes people can play the game fine.

There are still some significant bugs in 3.1. I achieved the following in 20 seconds:
Elemental Magic: 1455 53% mind lock (34/34) Attunement: 1422 94% mind lock (34/34)
Arcana: 1151 96% mind lock (34/34) Augmentation: 1363 01% nearly locked (33/34)
Utility: 1185 17% nearly locked (33/34) Warding: 1193 22% nearly locked (33/34)
Sorcery: 770 23% mind lock (34/34)

3.1 is near release - at this point we're making sure we have the last few major bugs nailed down, we have everything we need to deploy ready so we don't break prime by missing something (Our deployment process is rather more manual than you might expect) and that we have documentation in place for new features.
